I've experienced this as well on Dapper. It took about 10 times killall- gnomepanel, before it asked when loading gnome-panel if I wanted to remove it before starting it. Sometimes it completely froze my system.
I'm running Edgy now, i'll try to check if it is still the case, and if so, and nobody wants to or knows how to fix it, I think we should remove the package. Nobody wants to destroy the desktop and a lot of users don't even know how to kill gnome-panel and try again.
