Thanks for reporting this issue and helping to make Ubuntu better.
The apache2 init script was in edgy in the apache2-common package und
subsequently from feisty in the apache2.2-common package. Those package
are indirectly in the dependency list of apache2, therefore should be
installed.
I have tested this on several machines on feisty, gutsy and hardy and it
properly installs the init scripts. Therefore we will close this report.
Please feel free to re-open this issue with more information that would
allow us to reproduce this problem.
