Adjust Build-Depends and Depends to the gfortran transition (LP: #201962)
- change atlas3-base-dev to libatlas-base-dev
- change libblas-3.so to libblas-3gf.so
* Modify Maintainer value to match the DebianMaintainerField
specification.
