Yes, this seems to happen for all ATI graphics cards now. It must be because although the open source ATI drivers support compiz on many cards (actually it supports it much better on my card than the proprietary driver, which has all sorts of problems), ALL ATI cards are now blacklisted by compiz (see bug 201330).
You can enable compiz by editing /usr/bin/compiz and removing the check for ATI drivers, but gnome-appearance-properties *still* forces you to install the restricted drivers before it will run compiz, which I think goes against the Ubuntu philosophy. There should be a way to configure gnome-appearance-properties so it does one of the following: 1) For whitelisted ATI cards, it should just run compiz. 2) If it's unsure about the card, it should warn that there may be problems and ask if you want to try anyway.
