@万昊: Can you please report which version you tested? Also, please test again with the Beta iso image if you haven't done so. And please reboot after changing the setting. If the problem still exist (which it shouldn't), please open a separate bug report for it.
The reboot is required, because the support for handling complex characters is implemented in the X session through environment variables. Therefor at least a restart of the X session is required to activate the change. That means, not only logout and re-login, but gdm needs to be restarted. In some cases however, it may be possible that the change will still not take effect, for example when the user in addition to enabling/disabling complex character support also changed the default login language. So, a reboot is the safe bet.
