Public bug reported:
The Screens and Graphics config tool has moved to the Other submenu of
Applications in Hardy Beta.
Is it really worth adding the Other submenu to Applications just for the
single entry Screens and Graphics? Suggest moving Screens and Graphics
back into System->Preferences or System->Administration where it used to
be. 'Other' is a terrible name for a top-level entry in the middle of a
menu.
