No, I didn't hit 'Unlock' and when I do it works. I'll mark this bug invalid, but arguably this could be expressed a little better. 'Unlock what?' Capabilities? The highlighted user? But frankly the reason why I think I missed the 'Unlock' button is that it's placed where the 'Cancel' button often ends up in the GNOME HIG.
