Maybe I was confusing, so ...

I say Xfce logins can happen to start without a desktop.
They can also start with a desktop but without panels.
And btw I've seen Gnome logins also start without panels.
Those problems are accidental but permanent.
No use to power down and login again, they stickily stay.

I say that manually starting xfdesktop solves the problem.
Same for xfce4-panel and gnome-panel.

But what I mean is that an average user is
- not supposed to know these names
- unable to launch a command when there's no desktop or panels
- likely to soon forget everything you tell him/her about Alt-F2
- better off without Alt-BkSp

Hence, I say that the desktop and the panel should always start.
(for the same reason as why they restart after they crash)
Possibly, if there's any reason, after a message saying
 > Hey there, you've got no panel/desktop, do you want one?

There are many reports of missing panels and desktops.
I don't think this request is Invalid.
So, I have reset the status.
You're free to think Ubuntu shouldn't be as user friendly as that.
Or maybe that user friendliness is just a Suggestion (status).

The rest I've said is just background to say how it happened.

And, regarding what you wrote, Xfce starts with xfce4-desktop
and Gnome with gnome-desktop without any need for any
user configuration, is there?
