Good question. I strongly suspect that this is a problem with a kernel bug or just with kernel configuration. Note that the people reporting this problem on Skype forums see it only on Ubuntu, and at least not on SUSE.
However, I'm no kernel dev, so I have no idea where to go from here. Probably kernel guys should be consulted (aren't there kernel experts at Ubuntu?)
