There's no "order of Recommends", but only one recommendation for 
"virtualbox-ose-modules", which is a virtual package (other package have a 
"Provides: virtualbox-ose-modules".
I've used a real "virtualbox-ose-modules" package, which then depended on the 
other meta packages (e.g. virtualbox-ose-modules-generic): there it would have 
been possible to define an order (if apt uses that order, that is), but it's 
not possible for a virtual package.

Where are you seeing the order and when? Are you using aptitude or apt,
with the option to install Recommends, too?
