I just tried it with a clean install of Kubuntu Hardy, beta1, kde3.
fully updated as of today.

I ran konqueror, went to <settings> <configure konqueror> <file associations>
located pdf, deleted all program associations, clicked on a pdf file to open 
it, picked kpdf out of the list and checked "Remember application 
association..."
kpdf opened as expected, I closed it, clicked on the pdf file again and still 
got the wrong behavior.

In Gutsy I would get no response at all, under Hardy I am getting the error:
KDEInit could not launch '/home/jdoe/Desktop/test.pdf'.

If I look at the file association it seems to be busted in the same way
as before, with "Name" filled in but everything else, specifically
"Command", being blank.
