This is actually a bug in the unattended-upgrades package which creates
the file '/etc/apt/apt.conf.d/50unatteded-upgrades'. I discovered this
via:
dpkg -S /etc/apt/apt.conf.d/50unattended-upgrades

Sourcepackagename: apt => unattended-upgrades
** Changed in: unattended-upgrades (Ubuntu)
Importance: Undecided => Wishlist
