Since this is a request for a new package in universe I followed the
"FeatureFreeze for new packages" process:
* Follow UbuntuDevelopment#NewPackages => boils down to a sync request, see
above
* File a bug, attach the source package to it (or link to it) => see
http://packages.debian.org/source/sid/sparse
* subscribe (not assign) the bug to motu-release. => Done
* State why the addition of the package should get considered. => See above
