Same problem here. The keyboard layout is set to USA in the login screen (which is really annoying to enter a password) and when entering the password for the keyring to connect to a wireless network. After that, it switches to my default Belgian layout. I've noticed it was a problem in older Ubuntu versions, but the problem was solved in newer versions. It seems to be back though...
