/proc/cpuinfo lists the maximum frequency, not the current one. Add the "CPU
Frequency Scaling Monitor" applet to your gnome-panel.
You should not need to enable laptop_mode for CPU frequency scaling.
BTW, is this with Hardy and latest kernel?
