Thanks for reporting this issue and helping to make Kubuntu better.
tetex has been taken out of the recommends list.
The debian policy states "The Recommends field should list packages that
would be found together with this one in all but unusual installations."
It is usual to have kdvi installed without TeX for people who read i.e.
research reports or other academic papers that can be downloaded in dvi
format, but do not produce themselves documents in TeX.
Therefore, I am closing this issue.
