Interestingly, while trying to fix this, i found that it seems to be
related to ip addressing/hostnames.

As far as i can see, the name returned from 'hostname' must have an
entry in /etc/hosts mapping it to 127.0.0.1

Setting this up returned my kcontrol administrator access.

In my /etc/hosts file, the hostname of my workstation was mapped to
127.0.1.1. I'm pretty sure this was set up automatically by the ubuntu
gutsy installer.

I hope this helps with the once-and-for-all elimination of this bug
