not restarting networking breaks manual network setups as Daniel Hahler says. Either we should do that, or revert the patch and people with broken modules will need to use SUSPEND_MODULES. I'm not sure if either is great, restarting networking could have bad effects for some people and obviously the correct solution is to have kernel modules suspend hardware properly so this isn't necessary, but that's not realistic for hardy.
