Public bug reported:

Binary package hint: puppet

This problem exists in hardy (0.24.4-3) and the gutsy backport
(0.24.1-1~gutsy1).

It seems that as of 0.24 puppetd now daemonizes by default and stores
its PID in /var/lib/puppet/run/puppetd.pid.

The init.d script expects the old non-daemonizing behavior and expects a
PID file to be stored in /var/run/puppet/puppetd.pid. However, since
puppet daemonizes that PID does not exist which leads to the most
noticeable error that puppet cannot be stopped (or restarted) once
running via the init.d script. The init.d script needs to be updated to
take into account the new behavior of puppetd in the 0.24 release.

** Affects: puppet (Ubuntu)
     Importance: Undecided
         Status: New
