Also made a new account and the problem disappeared when using this new account. When you use an existing account the problem is still there. Found out that when you -> delete /home/???/.gconf/apps/panel, -> logout and -> login the problem disappears -->> untill you make some changes in the top panel / or delete the top panel (en put a quit button in the lower panel.) The problem reappears then.
