I had the same issue in KDE3.5.9 , Hardy beta, all updates installed. I tested the first workaround (removing al scim related packages) and the effects were immediate).
Another piece of information which may be relevant: when I did have the problem, the only apps that did start flawlessly here, were KDE4 programs, like LyX and the KDE4 version of Konqueror. ATM, I am trying out Martin's workaround.
