Public bug reported:

After upgrading from gutsy2heron (8.04 beta), with compiz and emerald
already installed, the default window-decorator is set to the default
compiz gtk-window-decorator

This is fine (although prehaps should be changed if the user has emerald set as
their window decorator, however it seems that somehow during the upgrade
process gconf/apps/gwd/use_metacity_theme is set to FALSE
This means that metacity window decoration themes will not work at all until
this value is changed manually, even if metacity --replace is run.
