Public bug reported:
When I open Keyboard Preferences, click the Layouts tab, add United
Kingdom to Selected Layouts and select United Kingdom from the list, it
remembers my keyboard layout only until I reboot. After this it will go
back to USA layout (even though the list still shows United Kingdom is
selected). To get United Kingdom layout back I have to remove it and re-
add it to the list.
