I don't see how this affects the Xubuntu website...
Regarding the location: since packages in Xubuntu are the same packages
as used for Ubuntu (e.g. when you install Inkscape in Xubuntu you
install the same package as when you'd do that in Ubuntu) the bug
tracker is the same.
