Public bug reported:
After LTS upgrade There was one problem. Keyboard layout is wrong. It
was finnish layout. Now it's us. Language was also english but it's
different issue and easy to correct. Otherwise upgrade was very
succesful and easy.
It isn't possible to switch layout with gnome-keyboard-properties.

Layout is wrong in gnome and in virtual terminals.
sudo dpkg-reconfigure console-data lets to select correct layout but it resets
after reboot.
I'll be happy to provide more information.
