Yes, unfortunately it's still an issue. Using KDE 4.0.3 with Ktorrent 3.0.1.
There is a workaround though. If you keep Ktorrent running in the systray, and configure the scanfolder plugin to watch say /home/user/downloads, and make sure to save torrent files there instead of "Open with Ktorrent", it works without the error dialogue.
