Agreed, this is not a good default behavior. Converted above patch into
a debdiff and subscribed ubuntu-main-sponsors.
compiz-fusion-plugins-main (0.7.2-0ubuntu2) hardy; urgency=low
* debian/patches/01-animation-defaults.patch
- Drop type=Utility so Firefox location bar does not use window open
