Binary package hint: gnome-panel
The gnome-panel is always on top.
Since I've upgraded from gutsy to hardy (beta) the top gnome-panel is
always on top. That means, it is above the screensaver, and above the
right-click context-menu.
I'm running with compiz eye-candy
