Update on my above statement. CPU usage continued to be at 100% after killing Hardware Tester. It stayed that way until I rebooted, despite no obvious processes still running. Upon reboot I ran it again and the program ran through all its tests and finished normally.
Small detail that may or may not be relevant: the first time I ran it I wasn't asked about my network hardware.
