Binary package hint: gnome-panel

I have both the default gnome-panel bars at the top, with the window
list/desktop bar above the applications menu/launcher/clock/tray bar --
it doesn't make much sense the other way, as then the application menu
will block the window list.

Anyway, after upgrading to Hardy, the bars switch positions every time I
reboot. This never happened in Gutsy (save some fullscreen Wine apps).
