bug 194984 appears to be different - in that bug, there is no connection and update-manager consumes resources. The other bug (this one) is that in "download but not install" mode if it checks for updates and say finds that 4 updates are available but is only able to download 1 by the time the laptop was turned off; it does not resume downloading the remaining 3 before indicating that updates are available; neither does it check if more updates are now available.
