this seems like a firefox configuration issue rather than compiz itself, could
you please confirm trying to reproduce this issue without desktop effects
activated.
if this is still reproducible for you without compiz, you can try to change the
value of the "browser.tabs.loadDivertedInBackground" key to True in the
"about:config" menu of firefox and see if fix this issue.
