I had a somewhat similar problem when upgrading my dapper to edgy but I was able to resolve that without much problem. What had happened in my situation was that I used EasyUbuntu to install ati drivers, which were clogging up the xorg upgrade. If this particular user would inspect the 'obsolete and locally created packages' tab in aptitude, he would probably find some packages from non-ubuntu sources. I did, and I removed the ones which were causing problems (just inspect the packages with 'r' for reversed dependencies etc.) I think this is not really a bug, although update-manager can probably use some build-in checks for these local packages.
