I think this is a user interface bug, not a hardware bug. (If it's a hardware bug, it might be because I've had to do strange things to get my backlight controls to work...) Gnome has two brightness settings in System->Preferences->Power Management. One is under "On AC Power". The other is under "On Battery Power". Steps to reproduce: 1) Set AC to 100%, Battery to 50%. 2) Unplug the AC. The screen dims, as expected. 3) Click the brightness meter on the panel. It reads 50%. Set brightness to 100% in the applet. The screen runs at 50% brightness. 4) Click the meter icon a few times.
