Workaround: 1. Switch to one of the consoles, e.g., Alt+F2.
2. Create the mount point by hand: mkdir /target/proc 3. Restart the installation of the base system. Well, you will get past the problem with proc this way, however more trouble awaits. "Warning: Failure trying to run: chroot dpkg ...".
