I have been able to diagnose the problem, within my limited capability (I'm not very tech).
If I attempt to launch the Adminstration login window (Ubuntu HH amd64 as of today), then the dialog does not appear and the hard drive goes into perpetual search, as reported above. The system does not hang. So I go to System Monitor, and look at the processes. Only System Monitor is using CPU, all others are sleeping. I choose gconf-2 and end the process (maybe doing it more than once). Then, the login window dialog box appears, the hard drive ends its perpetual search, and all is well.
