To reproduce (on a nvidia gutsy kubuntu):
$ sudo touch /etc/ld.so.nohwcap
$ perl -e "use Qt"
The fix in hardy is to change linux-resticted-modules line this:

* nvidia-glx: Install the TLS library in /usr/lib, symlink the one in
/usr/lib/tls to the one in /usr/lib. LP: #205079.
This either needs backporting to gutsy or we modify it on the fly in
update-manager
during the dist-upgrade.
