Sorry for the delay in updating. I had to add a couple of dbgsym's to finally get a good backtrace. The key one ended up being libgtk2.0-0-dbgsym.
It turns out that while the system is in this state, most programs that use libgtk widgets will SIGSEGV in _gdk_keymap_key_is_modifier(), just like metacity, including the apport gui and synaptic. The program that best exhibits this is gnome-panel, which always segfaults immediately. Metacity actually is a bad test case because it doesn't always SIGSEGV in this state, for some unknown reason.
