* Cherry-picked merge from Debian unstable, remaining changes:
- debian/patches/tc_qdisc_segv.patch: Fix an off-by-one error that
causes segfaults in tc on amd64.
- Modify Maintainer value to match the DebianMaintainerField
specification.
