A unresolvable problem occurred while initializing the package

Please report this bug against the 'update-manager' package and include
the following error message:

I was given a notice of available updates. When I clicked on the icon, it
attempted to load Synaptic and I received the above error message.
Every attempt at loading Synaptic, Update-Manager, or using apt produces the
same error.
