Well that rules out udev being the cause.

Next thing i'd say, is unload all your lirc modules (check with lsmod), and then
try to start lirc via /etc/init.d/lirc start.  If it starts wrong, then start
modifying the init script to put some debug statements in place to isolate where
the cause is.
