One additional comment. I disabled the Ubuntu restricted NVidia driver and installed the 173.08 Beta driver from NVidia's site.
This fixed the massive corruption of Metacity decorations under Compiz, but hasn't fixed the TV-out issue, leading me to believe that the issue is with Ubuntu 8.04, not the NVidia drivers. I've also investigated physical causes for the problem. I have two of the same video card in this computer (connected with an SLI bridge). I've tried disabling the bridge. I've tried both cards. I've tried replacing the cable.
