This is a specific instance of a rather general problem, which we've
been gradually chipping away at for some time (for example by using
UUIDs more extensively). It's hard to say whether it's been fixed in
your particular case, though.

If your system supports EDD, then grub 0.97-29ubuntu20 in Ubuntu 8.04
may help significantly here, as it tries to do a much better job of
matching up the BIOS device order to the disks that are visible from
Linux.
