That does seem to be the cause. NetworkManager uses /lib/libnl.so.1
I symlinked this to /usr/lib/libnlso.1, which is what the package installs, and it all worked again. My laptop has been upgraded continually from Etch to Gutsy to Hardy, and backport sources were enabled, so there were plenty of opportunities to pick up now-obsolete libraries.
