I didn't have a java plugin installed. Browsing to a site with an embedded java applet, such as http://www.dailyscroggle.com/ caused firefox to display the "install missing plugins" bar as it should. Clicking on "install missing plugins" gave one option, for the GCJ web plugin. Clicking "next" with this selected simply closed the plugin finder window. The site refreshed, and the "install missing plugins" bar popped up again.
