I totally agree. I also have done everything I can from BIOS, but I can't seem to fool GRUB anyhow.
In my personal opinion external hard drives and flash drives are very common nowadays and coming more common and they should NOT prevent computer from booting. It might not even be obvious to trace the cause when this happens. It may take awhile when one realizes that the computer doesn't boot because this one stick. In my work place we have one server which handles incoming backups to an external HD.
