What else can be done with old bugs? They can't be very critical if no one else 
reports them and no one replies to them.
Most users just report a bug and then they don't care about them anymore. Even 
if the bug was fixed years ago they don't come back to their bug report and set 
it to fix released. I update my own bugs for each release that comes out. I ask 
people to update their bug and set it to incomplete. If they report back it 
turns out that the bug was caused by their mistake or it's been fixed already 
or it's still a bug in a later version of Ubuntu. If they don't report back the 
bug remains incomplete. There are many low quality reports too that no one can 
do anything about them.. 
People should be encouraged to take care of their bugs and don't just leave 
them.
