/etc/init.d/stop-bootchart uses rsvg (rsvg-convert) to convert the
generated SVG file into a PNG image.  Usually this is fairly
transparent.

However, when fsck runs at boot, the resulting SVG apparently has a lot
of information, because it takes a very long time for rsvg-convert to
finish, and the resulting PNG image has a much larger filesize than
usual.

During the conversion process, rsvg-convert takes up >90% cpu and ram,
turning the whole machine to sludge.

If svg conversion is not removed (as proposed in 204186), then this
should be addressed.
