Right, the scripts carefully check for broken locales, since you will
get slightly subtle errors if you create a cluster under an invalid
locale.
It checks the system default locale (i. e. the locale that root gets),
so you cannot influence it as a normal user. But a broken system locale
means that something is wrong, so papering over it isn't a good
solution.
