I captured the console message when systemsettings fails for the first time. I 
can confirm that
1. kill the root dcopserver created by systemsettings
2. run either manual network manager configuration or, at least it seemed to 
work once, call the
    restricted driver manager.
After that it administrator mode seems to work.
